For the enforcement of the law, the police play a very important role. In India, with increasing urbanization, there is a lot of stress on already stressed police force. The public police ratio in India is an abysmal 130 per 100,00 compared to around 256 in USA. Another important reason is the lack of faith of the public on the police. People do not report for the crime thinking that police will not do anything which boosts up the moral of the criminals. In India as per some reports more than 50 percent crime against women are not ever reported. Both the reasons are very justified. The situation gets more critical in the rural areas. Blaming system and police is not the solution of this problem. What can police do when it does not get the report of the crime? There are not enough police personnel to provide safety to each and every person. The government also has some limitations due to which it can not increase the strength of police and forces beyond a limit. Keeping all these things in mind, a change in the policing system is the need of the hour.
Another major issue in India with the police is that not many people feel confident to talk to police. And if a police comes to your place, that is looked odd and something which people don’t feel good about.
But with time, there are some changes which police are trying to bring to make policing better and make sure that people are more comfortable in talking with the. And in this context, the community policing model is most urgently required all over India because it balances reactive responses to calls for service with pro-active policing and problem solving. When a person from public becomes a part of police system and helps the administration, it is called community policing.This is also called neighborhood policing. It is a policing strategy and based on the concept that community interaction and support can help in controlling crime. This policing system focuses on prevention of crime and social disorder through the delivery of police service which includes traditional system as well as prevention, problem solving, community involvement and partnership. Community policing requires joining together the hands of police and citizens as partners in the course of both identifying and effectively addressing issues.
This system can be very effective in reduction of the crime as the strength of the persons fighting with the crime increases very much. On the other hand there is a fear of the uniform in the criminals due to which they easily identify the police personals. When there will be community policing the criminals will have a mental pressure on their mind because anyone from the public will be reporting their crime to the police.
In this context Chandigarh Police has started the scheme and getting good results. Haryana Police is also having some steps in this direction. Govt.
